In 1971, while studying at Villanova University School of Law, Joseph E. 'Skip' Brion applied for a clerk's position with a Downingtown law firm. On his way to the interview, driving west along Route 30 from Delaware County, he saw virtually no development between Frazier and Downingtown.

Little did he know then that he would play a key role in the progress of development in Chester County while building a specialized practice in the areas of land use, zoning, development, and municipal law, as well as business and civil litigation. Whether drafting a zoning application for a developer or representing a township during the hearing process, Skip enjoys seeing development accomplished in a reasonable way.

"Working with other professionals, architects, land planners, developers, has been a wonderful learning experience," said Skip, who is the solicitor for various local townships and represents developers of major convenience stores, pharmacies and banks. "When all is said and done, not everyone is going to be happy. But you try to see that the development is done in a reasonable way."

Skip majored in political science and minored in accounting at St. Joseph's University where several professors sparked his interest in the law. He graduated from St. Joe's in 1969 and earned his J.D. from Villanova in 1972. Skip practiced with firms in Downingtown and West Chester before joining Buckley Brion in 1995.

Describing himself as "bluntly open," Skip strives to influence people to "do the right thing." "I pay attention to my clients and to what it is they want to accomplish," he said. "Life isn't perfect. I try to give my clients an analysis of where they are in a given case, and not lead them on."

Skip serves as Chairman of the Republican Committee of Chester County and is a member of the Republican State Committee. He is also a member of the Chester County, Pennsylvania and American Bar Associations; a Board member of the Delaware Valley Regional Finance Authority, a Trustee of the Chester County Historical Society, and a member of the Advisory Board of DNB First.

Skip and his wife, Glenda, live in East Bradford and actively support numerous charitable organizations. Skip enjoys water and snow skiing, playing tennis and spending time at the Jersey shore with his family, including children, Kate and Scott.
